Hollis Rutledge & Associates, Inc. (HRA) was founded in February 1993 when Hollis Rutledge envisioned a need for his expertise related to local, state and Federal government affairs. A native of Mission, Texas, Hollis was called upon twice to serve as a Presidential Appointee in the Southwestern Region of the United States. President Ronald Reagan appointed Hollis as a Special Assistant over five states with the Housing and Urban Development Administration, and he was later appointed by President George Bush as a Regional Administrator for the General Services Administration serving over eleven states.  Prior to his Federal Government appointments, Mr. Rutledge served as a local circuit City Manager as well as provided services in the area through his own architectural firm.     

In 1999, Sheila M. Valles-Pankratz joined the HRA team as Executive Vice President. As a former Assistant Director for Tech Prep of the Rio Grande Valley, Inc., now known as LEAD, and a former Budget Analyst for the Department of Administrative Services of the State of Ohio, she brought an expertise in budgeting, program reporting systems, strategic planning & evaluation and government procurements.  One year after joining the team, Sheila recognized the need to provide assistance to city, state and Federal governments through program design and by obtaining and administering grants. These became integral parts of the HRA mission and in her role as EVP she continues to provide valuable assistance and insights to organizations and communities throughout the State of Texas.

Over the years, HRA has served local cities, school districts, county governments, EDC’s and special purpose districts with management and marketing services.  Today HRA puts to practice its almost 25-year experience in helping local governments and entities with grant management and administration, strategic planning and budgeting, governmental issue management, and program development along with many more services. Together the HRA team has over 150 years of experience in all areas of services the company provides. The company continues to explore positive solutions through strategic insights with the growing challenges of the 21st Century. 

With its 25-year anniversary quickly approaching, the goal of HRA continues to be to empower communities and organizations to realize their potential by capitalizing on their history, culture and diversity.
